How?

The Scottish Health Council oversees the governance of the Healthcare Improvement Scotland – Community Engagement directorate, which has the responsibility for ensuring health boards and partnerships involve people and communities in planning their services. We are looking for two new Members to join the Scottish Health Council. These are challenging, rewarding and worthwhile roles that will give you the unique opportunity to help ensure future health and care services are informed and improved by meaningful engagement with the Scottish public, while also broadening your own skills and experience.

Can I apply?

Previous experience of non-executive positions is not required, nor is experience gained within health or social care. We really want to hear from people with practical experience of community engagement, who can demonstrate their understanding of the importance of engaging with people and communities in order to bring about positive developments at individual, local, regional or national levels. You also need to have a commitment to helping us improve the health and wellbeing of the Scottish people. If this is you, we would very much like to hear from you.

If you are appointed you will receive training and support to develop your skills and to learn any new skills you may require.

If leading a programme delivering strategic planning support for transformational redesign in health and social care excites you then this is the opportunity for you.

An opportunity has arisen to join the Transformational Redesign Unit (TRU) which forms part of the Improvement Hub (ihub) within Healthcare Improvement Scotland (HIS). The ihub supports Health and Social Care Partnerships with complex, system-wide change in order to improve outcomes for the people of Scotland. The Strategic Planning Portfolio (within TRU) aims to take a person-centred, collaborative approach to better understand and align population need with available resources across all sectors of health and social care.

The post holder will be a key member of a multidisciplinary redesign team, working alongside colleagues to provide specialist skills in strategic planning and knowledge of new models of health and social care which deliver quality and best value. The post holder will provide expertise across a range of programmes. The role is focused on embedding good practice in strategic planning across the health and social care system. This post will have a particular remit in relation to community-led approaches including our unpaid carers programme and programmes to support new models of care and support and innovative approaches to commissioning.

The post holder will have an engaging and authentic leadership style, political awareness, strong interpersonal skills and ability to challenge and work collaboratively with a range of partners.

Responsibilities will include:

  • delivering insightful quantitative and qualitative analysis on current state and strategic priorities to identify needs and inform decision-making, including the ability to understand and interpret the planning implications of emergent policies.
  • modelling and data analysis/interpretation (using internal and external data – including financial and resource data) to understand potential opportunities for improvement and potential impact on outcomes and budget. Forecasting and identifying trends in population need and healthcare advancements, and proactively identifying implications for planning.
  • creating high quality reports and presentations on strategic planning for senior stakeholders (including visualisation of complex data and concepts).
  • developing new approaches, methodologies and tools to deliver effective strategic planning support to a range of external stakeholders within the health and social care system.
  • direct and indirect engagement with people, families and carers with lived experience and service providers as an essential element of the co-design process to influence the model of service provision.
  • collaborating with other areas of the ihub and HIS to provide high quality strategic planning insights.
  • mentoring, coaching and line-management of junior team members in the Strategic Planning Portfolio.

Candidates are required to be educated to degree level and either hold a master’s degree in a relevant subject or demonstrate equivalent knowledge, skills and experience in using strategic planning to improve services. The ideal candidate will have experience in planning within integrated health and social care or other similarly complex systems. Experience of working at a national or regional level, is preferred but not essential.

Senior Project Officer

An exciting opportunity has arisen for an enthusiastic and positive individual to join the Person-Centred Design and Improvement (PCDI) programme team in the ihub’s People-Led Care Portfolio. This programme aims to support people working in health and social care in Scotland to take a person-centred and design-led approach to improving the services they deliver.

Successful candidates will have strong project management experience, excellent communication and report writing skills, and will also have the ability to connect with a wide range of stakeholders from across various sectors.

The role involves operational planning, co-ordination and monitoring of team projects, ensuring the successful completion of activities within agreed parameters such as timescales, cost and quality. This person will also be responsible for managing the programme’s learning networks and be involved in the planning and delivery of learning, involvement and co-design events.

This People-Led Care Portfolio sits within the Transformational Redesign Unit, which forms part of the Improvement Hub (ihub) within Healthcare Improvement Scotland. The ihub provides support for the redesign and continuous improvement of health and social care services.   • support the implementation of new ways of working in health and social care organisations and across the health and social care sector, facilitating workshops with leadership teams, senior managers, and frontline staff for co-design and collaboration.
  • apply existing frameworks, strategic planning approaches, methodologies and tools (e.g. interconnected systems mapping, good practice frameworks) to deliver effective strategic planning support and advice.

Candidates are required to be educated to degree level, or to demonstrate relevant experience of supporting strategic planning in health and social care. The ideal candidate will have skills and experience in strategic planning, change management or organisational development - preferably within health, social care or other similarly complex systems. You will have an engaging and authentic leadership style, strong interpersonal skills and ability to challenge and work collaboratively with a range of partners.

Two posts are available, each will work closely with new programmes in TRU; please indicate if you have a preference for a particular post in your application form.

Both posts are advertised as full time (37.5 hours per week) but we welcome applications from candidates who would like to discuss part-time and flexible working.

Permanent – Pathways to Recovery Programme

The Pathways to Recovery Programme aims to build on the recommendations made by the Residential Rehabilitation Working Group. This programme sits within a portfolio of work that supports housing, homelessness and healthcare to be better connected. Using a blend of quality improvement and redesign methods, we will embed lived and living experience, to support the redesign of services to achieve better outcomes for people. This programme requires significant levels of close working with specialist health services as well as the wider health and social care system so a proven track record of working across different professions alongside people with lived/living experience of using services is critical.

Fixed Term to March 2023 – Unpaid Carers Improvement Programme

The aim of our Unpaid Carers Improvement Programme is to ensure staff working across health and care have the skills, knowledge and confidence to identify, involve and support carers to ensure that health and care services are designed and delivered to meet unpaid carer needs. We work to promote unpaid carers as equal partners in care and to increase understanding of the implications of the Carers (Scotland) Act 2016. The post holder will bring Strategic Planning expertise to improvement of commissioning carer support, including short breaks, and embed planning for carers support within wider strategic planning for health and social care.

An opportunity has arisen to join the Improvement Hub (ihub) within Healthcare Improvement Scotland. The Transformational Redesign Unit, within the ihub, supports health and care organisations with complex, system-wide change to improve outcomes for the people of Scotland. This is an operational post within the Unpaid Carers Programme, which aims to improve the identification, involvement and support for unpaid carers within the design and delivery of health and social care.

The successful candidate will demonstrate strong skills in quality improvement and will have experience of involving people meaningfully in health or social care decision-making throughout their work. They will also have an interest in taking a user-led approach to improvement and design.

We are looking for someone with excellent communication and interpersonal skills which reflect the person-centred ethos of the ihub, as well as the ability to connect with a wide range of stakeholders. Educated to Masters level or have equivalent training or experience, you should have the ability to work with the team and stakeholders to effectively coach, mentor and consult. Strong project management and design skills are essential to effectively manage change as well as a good working knowledge of Microsoft applications to support project delivery.

Unpaid Carers Improvement Programme

The aim of our Unpaid Carers Improvement Programme is to ensure staff working across health and care have the skills, knowledge and confidence to identify, involve and support carers to ensure that health and care services are designed and delivered to meet unpaid carer needs. We work to promote unpaid carers as equal partners in care and to increase understanding of the implications of the Carers (Scotland) Act 2016.

We are looking for someone with an interest in person-centred practice and a passion for improvement to support delivery of our programme. This will involve working in partnership with health and social care services, third sector organisations and teams within the ihub to develop understanding, test ideas and capture evidence to improve the experience of unpaid carers. The evidence from this programme will be used to inform change at a national level.
